We need a national water management Act/ law to look into multiple complex issues related to holistic water governance. The framework law is being cited as a step forward from several years and yet no movement on it. On the contrary, we see new laws being framed and approved overnight (like the 10% reservation). This clearly implies lack of political will, yet, to tackle water governance issues. One way ahead, may be, to start adopting smaller pieces of legislations, instead of waiting for the one whole bulky legislation. These could be: water quality standards enforcement, metering and measurements, pricing related (bulk water and retail water), outcome oriented projects (instead of investment oriented projects), mapping and measurements etc..etc..
