in my experience, this may be more harmful than good.  this lets people think that something is being done so nothing gets done.  if there is a lack of funding to actually clean the lake, then the best option is to mobilize politically so that something gets done.  a society's priorities are channeled through budgetary allocation by political representation.  Its like a household, their money is limited.  is an in door toilet a priority or is a phone more important?  in India, its in the midst of a shift.  these may just slow down or delay the shift.
