Inclusive, participatory stakeholder management has proved very effective in many irrigation districts. It's not just about transferring management to a cooperative however, as this needs to be carefully managed with other sectors demands (especially domestic water use). More importantly, we need to access good demand-side science to develop evidence-based accounting models for irrigation, especially in irrigated areas across India.
