One such center is already functioning for vegetables. Pl checkout https://www.facebook.com/CEV.Gharaunda. They also have a retail counter. If anyone is driving from Delhi towards Karnal, do give this place a visit. The vegetables are excellent & fresh; the prices are also reasonable.
