I think flood is part of environment. how it can be in danger?

I do agree with Mr. Ashok that it is part of environment and the root cause is probably the man made interventions which are encroaching the nature and disturbing the local water Cycle. The promptness of the government machinery is truly doubtful, even though the army has played the tremendous role in Kasmir I really suspect about the preparedness of the local urban bodies to face such situations. At my residence in Pune we lost the culvert on adjacent Nala in recent rains but no any action is initiated by the local body even after communicating them the incidence immediately.
