I have worked for 36 years in Irrigation Department ( now called water resources department), Government of Rajasthan. You also have a long experience working with government. The major encroachers are influential people of the society, who are responsible for the welfare of the society, like politicians, businessman, industrialist, government officials, and the government. Do you know about the judgement dated 29 May 2012 by the the Rajasthan High Court, in SB Civil writ petition no. 11153 about the suo motu case of Ramgarh Dam . In this case the Rajasthan High Court decision was based on the report of the committee constituted by the Rajasthan Govt. on the advice of the Rajasthan High Court and I was the Chairperson of the committee. In Ramgargh Dam case, the judgement of the Rajasthan High Court is soly based on the recommendations of this committee. The concerning departments of the Govt. of Rajasthan have issued orders declaring the encroachment of catchment areas of river, ponds etc done after 1955 as illegal and referred more that 100 cases to Revenue Board Ajmer to cancel the allotments made by the Govt after enactment of Rajasthan Tenancy Act, 1955. This is very big step by the Government of Rajasthan. If the remaining states of India and Union Govt. and the world, follow these steps, I am sure beyond doubt, that it will bring landmark positive changes in the protection of water resources in the world.
