India is a country with huge inequlities. What is considerered essential (like a toilet) by someone may be luxury for the other. Further due to lack of awareness, general public may not be very enthusiatic about having to pay for sanitation projects. However when these projects have taken off, the O & M should slowly be shifted to community so that people may get a sense of qownership. The transition should be slow and cautious because most of such projects develope snags in O & M phase.
