Agree. There is a need for softer research on the topic to assist hard infrastructure research that estimates the economic and social impact of such events to convince policy makers that it makes economic sense to have good water management strategy. I think if an analysis of direct and indirect economic and social cost of flood is done it will be far larger than the cost of preventive infrastructure.
