Dear Sanjay Singh, Thank you very much for highliting the most important issues. Without participatory/group approach we can't conserve water as our future generation will face a big problem. Now a days any large to medium farmer can easily take permission from gram panchayet for a mini shallow tubewell. they pumping (not taking any authentic electricity connection) extra water for different types of crop. this individual approach is really hampering the ground water resources. Recently in my state, West Bengal in India World Bank funded Accelerated Development of Minor Irrigation Project is going on. There is a policy that firstly farmers have to form a "Water Users' Association" 7-9 members governing body, have by-laws and registered under WB Societies Registration Act. As a result the irrigation scheme, water conservation, net crop production all things are fulfilled. I think this type of innitiative (where the trained local people is truely involved) can conserve the water resoures. And the suitable idea should be channelized in proper way through 3 tiers Panchayeti raj system like PDS/rationing otherwise few project implementation in a scattered way would not able to bring good impact. Not only the farmers, urban, semi-urban and rural all have to take proper action.
