Earlier govt. agencies used to construct water harvesting structures but the maintenance was not adequate. Now local beneficiaries are being involved to look after maintenance. Involve local people from the begining in the project, it is going to give you good result. There are methods by which you can estimate water availability during lean period. Conservation measure may be intro of micro irrigation if we are talking about agricultural irrigation.
