One need to study the releases from river heir trends over last 4 to 6 decades. Then the power generation program by Nepal (total and max need). Next one should have topography details (river slopes) then put them together and see whether PSS work out or else from Indian grid supply power in return of water. Its first tech study followed by recommendations to GoI for bilateral issues.
