Thinking outside of the box......what about more use of recycled wastewater? Advanced treatment of wastewater is considerably cheaper than desalination and easily achievable with existing technology. The problem in Chennai, as it was when I worked there in the 1990s, is that there is a lack of interest in taking on ideas from elsewhere. This is called NIHS (not invented here syndrome) and is quite prevalent throughout India.
