Particularly, because the generalists have very limited sketchy understanding, knowledge and experience on real ground-truth practical problems and issues of water, and the viewpoints are mostly expressed with purposeful propoganda, publicity and obfuscation. Bettering governance is must to overcome the water crisis and mitigate risks.
