My guess is that getting The Ganga to be a class one river is likely to take twenty years. Building sewage treatment plants is expensive and time consuming. Control of industrial effluents needs a change in culture avoiding corruption and changes in the use of fertilisers needs a change of mindset in farming. Even then, non-point sources have to be tackled.

I do not hope that without maintaining minimum water flow as per prescribed norms in different months of year in Ganga and its tributaries, Ganga can be cleaned and rejuvenated . The agriculture sector wants to use every drop of rivers and ground water in unscientific and haphazard unplanned manner, thanks to the Agriculture and Water Resources Ministry. It will be better for the NEETI AYOG / Ministry of Water Resources to start planning of, purifying sea water, for drinking and other water needs of India.

very good point, about environmental flows necessary to maintain river and estuarine ecosystems, and to provide water to rural communities year around.

It may be possible for Namame Gange to consider a simple Technical and Medium Term Proposal: Collect all Sewerage and Storm water Influents into a Garland Sewer along the banks. At downstream end, Pump the collected waste water away from Banks to low cost Flood Plains EVEN ACCROSS THE RIVER (as crowded development is not on both sides of the River downstream) and a combination of Lined Oxidation Ponds/ Reed Bed treatment and Lined Ponds for Bioremediation may be effective with final irrigable water pumped away from banks... Garland Sewers are a must and River Crossings at downstream of Garland Sewers can be optional from City to city basis...
