The problem is that the dams should be designed for 75 dependability. But to increase the benefit cost ratio and also the unreasonable political influence the dams are practically designed to to store maximum amount of water even in years of low rain fall leaving little water for downstream users and for environment protection. The development activities of the governments are also responsible for deterioration of natural water resources.
