For Yamuna or for any other indian river, whether it is a drought or a plentiful year, more than 75% of water flows in about four months of monsoon. If we do not store water (through Dams) during monsoon, how we are going rejuvenate the rivers. Whatever water is available in our rivers during lean season, it has been almost fully committed for Irrigation, drinking water etc. If there is surplus, it is only during the monsoon period and it goes to sea unutilized. Dams could save the monsoon flows for us and release them during lean season. But Dams which were earlier temples of modern india have now become orphans. (These are my personal views only)
