Each state also needs decide the maximum area that can be brought under irrigation both through surface water and groundwater. we can not go on expanding the irrigated area in a water stressed regions. Besides there is no water measuring and accounting for irrigation. Farmers are ready to pay higher charges for quality irrigation services, but our govt. departments are not capable to do so. In India creating water storages and declaring potential created is what the end of story. Although I am not generalizing this but it is the fact in most cases.
