Good. You have tried to capture the lapses on the governance. But failed to provide one solution or the process where to start. If you are writing another article please include few examples happening in other parts of the world or try to capture examples from our ancestors on how they tried to address water issues. Water is required for everything right from day to day life to food product for living to production of resources. Some areas include changes in food patterns, changes in agricultural practices to conservation of water bodies to reuse of water for the benefit of all of us.

@Sundaram Seshadri. Thanks for suggestions. Will definitely incorporate the worldwide examples if newspapers permit beyond word limit. Regarding your comments on ancestors, your ancestors were lucky, because they didn't had 1.30 billion population like what it is today, there was no industrialization, no energy demands, no need to practice agriculture with efficient practices to feed 1.3 billion population.....the demand was too low.....and because of that an illusion gets created as if ancestors had special techniques to feed 1.3 billion population. Wish ancestors are reborn in 21st century and see if they could offer their wise-decisions in the wider mess in water sector of today's India.
