The poor people have little money. If free water is provided upto the limit of 2000 lt and rest on normal rates, it will help poor people. The rich people or people with criminal background either have no meter and pay minimum charge or their meters are out of order, to enable them to pay minimum charge. The rich people must be charged higher rates.

For sure the idea seems to be genuinely a big relief for the poor people who have no access to water supply at their homes. However, the issue is about sufficient water availability in a water starved state like Delhi. I was just wondering what are the changes to be made to the existing water infrastructure to prevent losses or how effective would other options of rain water harvesting and revival of Yamuna would work.
